Phil Crader is the Deputy Director of the State Water Resources Control Board, Division of Water Quality - Phil manages the development of statewide plans, policies, and permits. Phil is focused on enhancing the Water Board’s suite of tools to advance habitat restoration, wildfire resilience and forest health, clean energy projects, and sustainable development.

Phil has been with the Water Boards since 1998. Before joining the Division of Water Quality in 2013, Phil spent eight years at the Central Valley Regional Water Quality Control Board working on salt, boron, and selenium in the Grasslands Watershed, and seven years at the State Water Board’s Division of Water Rights working on water right permitting and instream flow. He holds a B.S. in Environmental and Resource Science from UC Davis. Outside of work, he enjoys whitewater kayaking, hiking, and spending time with his family.
