California Trash Monitoring Methods Project
The California Ocean Protection Council (OPC), in close partnership with the State Water Board, has recognized the importance of standard methods for trash monitoring and has funded this project. The Southern California Coastal Water Research Project (SCCWRP) and San Francisco Bay Estuary Institute (SFEI) have partnered up to test multiple trash monitoring methods with a goal of developing a library of methods with known levels of precision, accuracy, and cross-comparability of results, and linking these methods to specific management questions.
Background
In 2015, the State Water Resources Control Board (Water Board) adopted an Amendment to the Ocean Waters of California (Ocean Plan) to Control Trash and Part 1 Trash Provision of the Water Quality Control Plan for Inland Surface Waters, Enclosed Bays, and Estuaries (ISWEBE Plan). Together these are referred to as the Trash Amendments. The Trash Amendments prohibit discharge of trash larger than 5 millimeters to state waters from stormwater systems. The Ocean Protection Council (OPC) sent a letter to the Water Board supporting adoption of the Trash Amendments in 2015. The letter expressed the OPC’s interest in the use of scientific measures to track and verify program effectiveness. Currently there is no agreed-upon scientific method to monitor for trash in water and receiving stormwater channels. This makes assessing permittees’ compliance and general progress on reducing trash in state waters difficult. This project would provide the research needed to develop scientific measures to monitor trash.

Microplastic Pollution in San Francisco Bay (Project)
Plastic pollution is gaining global recognition as a threat to the resilience and productivity of ocean ecosystems. However, we are only just beginning to understand the scope and impacts of microplastic particles (less than 5 mm) on coastal and ocean resources, and the San Francisco Bay Area is no exception. A preliminary study of nine water sites in San Francisco Bay, published in 2016, showed greater levels of microplastics than the Great Lakes or Chesapeake Bay.
California Trash Monitoring Playbook now available (News)
With the Ocean Protection Council-funded trash monitoring project concluded, the project team is eager to deliver its results to you. The team has compiled its data, composed its reports, and is now ready to share with you two reports, intended for use by trash-monitoring practitioners and the diverse constellation of stakeholders who benefit from trash-monitoring efforts. Development of a Trash Monitoring Method for Tobacco Product Waste (Project)
Smoking has long been known to lead to tobacco-related diseases and harmful health outcomes, including heightened risk of cancer, stroke, and heart disease. Not only is tobacco harmful to individual health outcomes, but it also harmful to the environment. Cigarette butts are the most common form of litter and an estimated 4.5 trillion butts are improperly discarded every year worldwide. Cigarette butts contain at least 4,000 chemicals, and about 50 of these are carcinogenic.

In a partnership with Kinetica, a data analytics start-up, and Oracle, SFEI and SCCWRP leveraged public funding from the California Ocean Protection Council to advance automated trash detection capabilities. SFEI Unoccupied Aerial Systems (Project)
SFEI has developed novel, cost-effective solutions to costly problems. In particular, our work with drones or Unoccupied Aerial Systems (UAS) has yielded very promising results. We have used UAS to address a number of scientific challenges and use cases. SFEI applications of UAS include, wetland monitoring, restoration monitoring, sediment volume estimations, and trash surveys leveraging machine learning algorithms. In the course of our use of UAS, we have derived some useful analyses on the technology that lend the resulting products credibility and reliability.

California Trash Data Dive 2018 (News)
On November 16, 2018, the project team helped to coordinate a Trash Data Dive convened by the State Water Board’s Office of Information Management and Analysis. Hosted at SFEI’s offices, the Trash Data Dive was well-attended and drew participants from all over California to discuss the opportunities to address entrenched problems with respect to trash-related information.
